Oregon Business Development Corp.

is a non-profit Small Business Administration Certified Development Company (CDC) established in 1983. Our office is located in Bend, Oregon, and we also have a representative in Portland. We provide business owners throughout Oregon and southwest Washington with long term fixed-interest-rate financing for real estate and equipment through the SBA 504 loan program.

We are experienced SBA loan professionals and our goal, first and foremost, is to help small business owners.

About Us

Oregon Business Development is dedicated to helping small business owners get the financing they need to start or expand their business.

Our CDC has a 16-member Board of Directors, comprised of volunteers who care about the economic development role played by small business owners in today's economy. Our Board includes representatives from banks, small businesses, and community groups.

Working with the Central Oregon Intergovernmental Council (COIC), our CDC also provides economic development loan programs in addition to the SBA 504 program. COIC has offices in Bend, Klamath Falls, Lakeview, La Pine, Madras, Prineville, and Redmond which provide employment programs, economic development services, alternative education, public transportation, and other community services throughout the area.

Jim MacKinnon, CDC Manager

Jim has been with Oregon Business Development since 1993. He manages loan programs for the CDC and Central Oregon Intergovernmental Council. Jim was previously a small business owner for many years and then the director of an SBA/University Small Business Development Center. He has an MBA from the University of Oregon.

Lisa Kyle, Loan Officer

Lisa has been with Oregon Business Development since 2002. She works with business owners to structure financing packages using the SBA 504 loan program and COIC public loan programs. Before joining the CDC, Lisa was an SBA commercial banker for 15 years. She has an MBA from Baylor University.

Cherie Folkens, Loan Closing/Servicing Officer

Cherie has been with Oregon Business Development since 1997. She provides customers with loan closing support, as well as assistance throughout the life of their SBA 504 loan. Before joining the CDC, Cherie worked for several years in administrative support on construction projects, including cost estimation, safety compliance, and bidding.

Joe Martinez, Portland and Vancouver Representative

Joe was a commercial banker for 17 years and then with SBA for over 20 years, most recently as Finance Division manager at the SBA Portland District Office.
